The Abnormal Modification

North Korea’s economic woes let up a bit due to improved relations with South Korea, which adopted a “sunshine policy” of unconditional aid towards its northern neighbor in the early 2000s. But relations between the two Koreas, and between North Korea and the West, soon deteriorated, due to North Korea’s aggressive efforts to become a nuclear power. Though Kim Jong had pledged to abide by the Nuclear Non-Proliferation Treaty signed in 1995, in the early 2000s reports began to surface of underground nuclear facilities and ongoing research into the production of highly enriched uranium. By 2003, North Korea had withdrawn from the NPT, expelled international weapons inspectors and resumed nuclear research at a facility in Yongbyon. Three years later, Kim’s government announced it had carried out its first underground nuclear test.

After Kim Jong Il died after a heart attack in December 2011, the job of supreme leader went to the second youngest of his seven children, 27 year old Kim Jong Un. Kim’s government also continued to work on its nuclear arsenal, further damaging his nation’s relations with the West. In 2013, a third nuclear test resulted in trade and travel sanctions from the UN Security Council, as well as a formal protest from North Korea’s only major ally and main trading partner, China.

The Sanctions

Due to the nuclear testing on 21 September 2017, President Donald Trump issued Executive Order 13810 allowing the United States to cut from its financial system or freeze assets of any companies, businesses, organizations, and individuals trading in goods, services, or technology with North Korea. Also any aircraft or ship upon entering North Korea is banned for 180 days from entering the United States. On 11 July 2018, during a summit in Brussels, NATO leaders called for continued pressure and ongoing sanctions enforcement on North Korea. The group of 29 countries, including the United States, signed a declaration which called on members to maintain pressure on North Korea though also welcomed recent diplomatic progress in the region.


The Challenge

For years, the United States and the international community have tried to negotiate an end to North Korea’s nuclear and missile development and its export of ballistic missile technology. Those efforts have been replete with periods of crisis, stalemate, and tentative progress towards denuclearization, and North Korea has long been a key challenge for the global nuclear nonproliferation regime. According to the United Nations Panel of Experts in April 2019, North Korea had developed a number of techniques and a complex web of organizations to enable it to evade the sanctions. This made the invisible boreders to US, that cannot understand the moves of DPRK dealing sanctions. The techniques included falsification of documents and covert ship-to-ship transfers of cargo at sea. And More than 40 countries asked the Security Council sanctions committee to make an official determination that North Korea had exceeded the cap and inform member states that they must immediately cease selling, supplying, or transferring refined petroleum products to the DPRK for the remainder of the year in 2020.

The Reason

In North Korea, all authority flows from Supreme Leader Kim Jong-un. He has reinstated the party as the central hub to consolidate his power and bring elites to heel. North Korea has been ruled by one of the world’s longest-running dynastic dictatorships. Three generations of the Kim family have ruled with absolute authority, using heavy repression and a system of patronage that ensures support from elites and the military. Creating sense of instability and unpredictability for elites is one of the levers that allows Kim Jong-un to maintain his hold on power. That Gifted the sanctions to north Korea for years.
